Safe delivery of fuel to a retail forecourt

Delivering fuel safely to a retail site is a complex task involving risk assessment, compliance with regulations and ultimately the safe and controlled delivery of fuel.

As the video on this page shows, delivery begins by making a controlled approach across a clear path to the tanker discharge point.

Before fuel delivery begins, a number of safety procedures should be followed, including:

  • Checking to avoid hazards when leaving the vehicle
  • Ensuring the driver maintains three points of contact when exiting the vehicle
  • Checking for obstructions or leaks
  • Checking the Driver Controlled Delivery Box (DCD Box) to confirm location
  • Checking site-provided fire extinguisher.

Back in the cab, using a dashboard-mounted TouchStar device, drivers can check enter tank compartment numbers against the site tank requirements.

After making checks using the TouchStar device, and reporting to the required personnel if at a manned station, fuel delivery can begin.

At this stage, drivers must ensure they are compliant with the Control of Pollution Regulations 2001, which also specify minimum compliance standards and make recommendations for the design, installation, and maintenance of oil storage facilities together with guidance on the safe discharge and receipt of oil.

Those involved in delivery and unloading of petrol at filling stations, including site operators, road tanker operators and road tanker drivers must also follow the guidelines enforced by Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR) at petrol filling stations.

As shown in the video, once filling is complete, all customer tank caps are in place and locked and that all vehicle equipment is secure, the driver can return to the DCD Box and print off a report.

Drivers can then enter all details into their TouchStar device and print off a delivery note. A copy of the report can be placed into the DCD Box for the customer’s records.

After a final check of the site and the vehicle, the delivery is complete and the driver can return to his depot.
